New Delhi, July 2 (Inditop.com) India’s Economic Survey for 2008-09 has suggested that the government amend laws related to land acquisition and land use in order to address land-related disputes.

The survey, tabled in parliament by the finance minister, said the government “amend the land acquisition and rehabilitation law in order to ensure equity between the land owners including farmers, land users and the developers”.

It also suggested the government develop “a model or models of land use policy that is responsive to local condition and environment, fair to existing land owners,” apart from asking it to “accelerates the development and transformation of urban land to most productive use”.

In addition, the survey called for a model land lease law for the states and asked the government to notify the Delhi Rent Control Act that has been passed and approved by the president.

It also said the government must change the urban land use rules to separate land use for hotels from commercial land use. Moreover, there should be transparent rules for setting up of hotels in mixed-use locations and the borders between commercial and residential areas.

Other recommendations include streamlining of rules, procedures and process of conversion of rural land for construction of roads, sewage drains and public utilities.

It also advocated allowing the paper industry to use degraded forest land.
