Ad firm director Bhavesh Bhinde, whose illegal billboard collapse in Ghatkopar killed 16 and injured 75, was arrested by Mumbai police in a top-secret operation in Udaipur. Bhinde, hiding in a Goverdhan Vilas hotel, was taken to Mumbai post-arrest. Bhinde, also a rape accused, had been penalized 21 times for illegal hoardings and lacked a permit for the Ghatkopar billboard.
