New Delhi, April 26 (Inditop.com) Environment Minister Jairam Ramesh Monday returned to India a day earlier than scheduled after attending a climate change meet in South Africa to attend Lok Sabha Tuesday when the government is scheduled to table the crucial Finance Bill.

Ramesh was in Cape Town for the third meeting of the BASIC (Brazil, South Africa, India and China) countries held April 25-26. He was scheduled to return Tuesday but the other countries also decided to wind up the meeting early.

“The minister returned to New Delhi Monday to be present during the tabling of the bill. With the minister expressing his political obligation to cut short the visit, the other countries decided to wind up the meet a day earlier and issued a joint statement,” said an environment ministry official.

The Congress has appealed to its ministers to put on hold their foreign travels till the Finance Bill is passed.

The opposition led by the Bharatiya Janata Party (BJP) has threatened to move cut motions on the budgetary proposals to increase prices of fuel and fertilisers.

When budget proposals are presented before parliament for approval, an MP or a party can question a budgetary allocation in the form of a cut motion. If the motion is carried in the house, it amounts to a vote of no confidence in the government, which is then obliged to quit.
