Islamabad, Sep 23 (IANS) Pakistan has always wanted to have talks with India with a positive frame of mind, but without discussing the Kashmir issue, dialogues are futile, a top Pakistani official said Thursday.

Foreign Office spokesperson Abdul Basit expressed concern over the law and order situation in India’s Jammu and Kashmir state and said it has now become a topic of international concern, the Online news agency reported.

He said the UN has also expressed concern over Kashmir while the Human Rights Watch has demanded a probe into the Kashmir issue.
