New Delhi, July 13 (Inditop.com) The Delhi Metro mishap that killed six people and injured 15 others may have been caused by strict deadlines that led to outsourcing of work and poor quality control, say officials of the Indian Buildings Congress (IBC).

“There is overburden of work on the Delhi Metro and to complete projects on time, a lot of work is being outsourced. That is one of the reasons the monitoring process has been affected,” said IBC member S.K. Biz, who is also a former Railway Board member.

“This, I feel, may be one of the reasons for the unfortunate incident, else DMRC (Delhi Metro Rail Corp) is a highly efficient and professional entity,” Biz told IANS a day after the accident occurred.

IBC is an organisation of professionals connected with built environment, such as administrators, financiers, planners, developers, architects, engineers, horticulturists, builders, researchers, teachers and manufacturers of building materials on a single platform.

Said IBC president K.K. Kapila: “Generally, designing and construction are done by the same contractor and there is a committee to look into the design part. But because of the rapid pace and volume of work, monitoring is not happening properly.”

According to Kapila, “the design monitoring team is small and overworked, certain technical fault may have been overlooked that caused the mishap”.

“This is what we feel may have happened, otherwise Delhi Metro has a very good track record and safety and quality are very high on its priority,” Kapila said.

On Sunday, six persons were killed and 15 were injured when a section of an under-construction elevated viaduct collapsed in South Delhi.

Owning responsibility, DMRC managing director E. Sreedharan announced his resignation, which has not been accepted by the Delhi government.

DMRC has constituted a four-member committee to ascertain the reason behind the mishap. The panel will submit its report in 10 days.
